A code-capable agent creates a monitor with three calls and the owner's email. No account, no API key.

Why it's safe (anti-abuse design).
Letting software create accounts is an abuse vector if you're careless about it. Two gates stop that:
- Proof-of-work. The agent solves a small puzzle before it can submit, which makes bulk spam expensive.
- One-click email confirm. Nothing runs until the owner clicks Activate. An agent can't start monitoring a site for someone who never asked, and it can't silently create accounts.
Together they mean an agent can't create an account or start monitoring without your approval.
